As an approved training partner within the VA (Weams), you can use your disability benefits to earn multiple certifications at no cost to you. This page is meant to be your guide to understanding how VR&E (previously known as Voc Rehab) works for certifications and the step-by-step process of how to do so.

Your voc rehab benefits can be used to fund certifications to include Project Management Professional (PMP®), Certified Associate in Project Management (CAPM®), and PMI Agile Certified Practitioner (PMI-ACP®). All of our training includes the exam and a retest if needed (restrictions apply) with a year of unlimited re-attendance and access to our robust learning system. VR&E includes many services of which education and training are part of the program.  This doesn’t mean you can just pick any course, but if you have a gap in your professional skills, and certifications will help you with gainful employment, then it can be covered. This is how our program can be approved. 

 

VR&E, or sometimes called voc rehab, will cover your training cost for any of these certifications:

 

In addition to your training, PM-ProLearn will pay for your certification exam and a retest fee if needed (Restrictions Apply) as an added value and at no additional cost. Your training costs include a variety of benefits you can only get from PM-ProLearn for an entire year, including:

  • Free re-attendance to our live or virtual courses as often as you’d like

  • Access to our online learning system, including videos, quizzes, practice tests, mastery tracking of key concepts, and so much more

  • Ability to schedule 1-1 coaching with an instructor whenever you feel you need a bit of extra support and guidance along your journey

  • Working with an instructor to expertly translate your military experience and craft a compelling PMI application

 

Below, we’ll lay out the step-by-step process for using your VR&E for certifications. First, it’s important to understand whether you are eligible for VR&E. We’ll cover that next.

How VR&E (Voc Rehab) Works for Certifications

Eligibility Requirements for VR&E Certification Payment

VR&E, formerly known as Voc Rehab, is available to service members and veterans with disabilities caused by or made worse by their active-duty service. These disabilities limit their ability to work or prevent them from working. This benefit may be used to obtain employment support or services to help these members live as independently as possible. 

Eligibility Requirements for Veterans

You're eligible to apply for VR&E benefits and services if you meet both of these requirements:

You didn't receive a dishonorable discharge, and

You have a service-connected disability rating of at least 10% from the VA

Eligibility Requirements for Active Duty

You may be eligible for VR&E benefits if you're a service member and you meet at least one of these requirements:

You have a 20% or higher pre-discharge disability rating (memorandum rating) and will soon leave the military, or

You're waiting to be discharged because of a severe illness or injury that occurred while you were on active duty

How much time do I have to use my benefits?

If you were discharged from active duty before January 1, 2013, your basic period of eligibility ends 12 years from one of these dates, whichever comes later:

The date you received notice of your date of separation from active duty, or

The date you received your first VA service-connected disability rating

If you were discharged from active duty on or after January 1, 2013, the 12-year basic period of eligibility doesn't apply to you. There's no time limit on your eligibility.

Will the VA deduct my VR&E benefits from my VA education entitlement?

If you use VR&E, entitlement from your other VA benefits like the Post 9/11 GI Bill or Montgomery GI Bill will not be deducted.

If you've used benefits under any other VA education program and then you use VR&E benefits, we'll have to deduct from your remaining VR&E entitlement the amount of time used under the other VA education program.

But if you already used other VA education benefits and we determine that you're eligible for VR&E, the VA may retroactively approve your previous months of entitlement and return them to the other VA education program. This is called "retroactive induction." You can ask your VR&E counselor if you meet the eligibility requirements for a retroactive induction. 

Step-By-Step Guide for VR&E

Step 1: If you haven’t been assigned to a PM-ProLearn advisor yet, please fill out this quick form to get started. While you wait for your advisor’s welcome email, move on to step 2 to verify your benefits. You can also download our checklist to help you along the way!

 

Step 2: Apply for VR&E benefits and connect with a  VR&E counselor to discuss your needs and create a plan. Remember, this benefit helps veterans fill known gaps in their skill sets, which can help them with future employment.

 

Step 3: Once your VR&E counselor creates and approves your plan, you are ready to select a course. Visit our "upcoming courses" menu at the top of the website to select a course you are interested in. 

 

Step 4: By this point, you should be in contact with your PM-ProLearn advisor. Confirm with your advisor the course you are interested in so they can send you an invoice and other instructions to help with the VR&E request process. 

 

Step 5: Provide your invoice to your VR&E counselor to submit into Tungsten. Once your VR&E counselor submits your funding request in CWINRS/Tungsten we will get you enrolled as we wait for the payment to come through.    

 

Step 6: Congratulations! Your funding process is complete, and you will be fully enrolled 2 weeks before your desired course, where you’ll be able to complete the pre-work to your selected certification online before your selected class starts.

Frequently Asked Questions about VR&E for Certifications

  • You may be eligible for VR&E benefits and services if you're a service member and you have a 20% or higher pre-discharge disability rating and will soon leave the military, or you're waiting to be discharged because of a severe illness or injury that occurred while you were on active duty. 

  • You may use VR&E for the PMP®, PMI-ACP®, or CAPM®

  • We have 2 different processes: one where you can pay the full amount upfront and get reimbursed, which can get you enrolled immediately, or a deferred payment plan that only requires $100 down and can enroll you in about 90 days. Both options will require you to submit paperwork we provide to the VA to get reimbursement, so the certification ends up being at no cost to you.

  • Once you’ve been assigned to an advisor and have made your class payments, your advisor will provide you with receipts and a VBA-22-10272 form to submit to the VA for reimbursement. If you need to connect with an advisor, fill out the form here.

  • Yes! PM-ProLearn accepts Ch 35 of the Post 9/11 GI Bill, which can be used on family members and dependents.

  • You need 1 month’s worth of GI Bill benefits per certification you would like to receive.

  • Reimbursement typically takes between 15-30 days from the VA
